The ruler of Greater Lebanon issued Resolution 108 on 16 January 1922, with the first article stipulating: "An honorary medal called the Lebanese Medal of Merit has been created to reward those who perform acts of chivalry and loyalty, and it can be awarded posthumously to those who deserve it." The Order was created on the 31 December 1936, but is regulated by the Lebanese Code of Decorations as set out in Decree-Law 122 of 12 June 1959.
