From a quick google search, looks like the theft rate in Toronto has gone up a lot in the last few years. In 2022, the rate was roughly 350 thefts per 100,000 people. Looking at 2022 from US cities though, it's a worse situation. A place like Oakland (one of the worst in the US) has a rate of 2,500 thefts per 100,000 people.

RHD in itself is not illegal, but very few RHD cars are legal. Pretty much the only cars that were ever sold in the US with RHD are postal vehicles.
