The Pai Gow hand (1-4 2-4) does in fact beat the hand (2-3 1-2); I previously thought they were tied, because they both count 8 (under the "wild card" rule), and the "five" tile is the higer ranking tile in each pair, and those tiles tie (individual ranks are used to break ties).
