Makeup ultra fast for performance, complementary is great, bsl for more bland colours, overimagined is also great, kappa shaders are great, continuum is great (although very heavy and low fps), sildurs vibrant is a classic and still holds up, sildurs enhanced default is undoubtedly the best for vanilla looks.
The first one is Kappa by RRe36 and while there is no "best Minecraft shader," I feel like this is the shader that gets closest to that status for me. The reason why is because this Minecraft shader has most of the visual features that you'd want and executes them all fairly well.

I've checked my specs but shaders are still performing badly! Make sure that your render distance is set mid-to-low. The recommended distance for shaders is between 8 and 16 chunks. Make sure you are using the latest version of Optifine. You can check optifine.net for updates.
I think, the best shaders in 2023 are BSL Shaders, Complementary Reimagined, SEUS PTGI E12, HRR 3, HRR 2.1, Kappa Shaders, AstraLex Shaders, when you want vanilla style then Super Duper Vanilla, when super High realistic and ray-traced then any SEUS Shader.
best shaders would be either BSL Shaders or Sildurs Shaders, its personal preference for the most part. resourcepack is kinda up to you there is this resourse pack that changes some of the Lycanites creaturse to look more like minecraft stuff.
As people have said, Vanilla RTX Normals (AKA Truly Vanilla RTX) and Kelly's RTX are probably the best right now. They also both provide a handful of tasty add-ons. I use Complementary Shaders via the Iris mod. It looks good but I have to turn down the graphics quality in the settings to get a comfortable FPS on my M1 Mac mini. Reply reply
Rethinking voxels is a fun one to mess around with. It adds in more accurate lighting and shadows to the game using ray tracing tech (it also has colored lighting). It's not the most realistic but it enhances the minecraft look in a new way.
