Leong Chee Woh was born on 11 November 1929 in Taiping, Perak. He was adopted by a Chinese family of Baba-Nyonya descent. He furthered his studies at the King Edward VII School before his studies were interrupted by the Japanese occupation of Malaya .
It functions as the royal residence for the respective Sultans, Raja or Yang di-Pertuan Besar in Kuala Lumpur. There are nine Istana Hinggap built respectively for the nine Kings of Malaysia. The first railway in the Malay states was constructed here, connecting Taiping with Kuala Sepetang, formerly Port Weld.
