With effect from 1 January 2010 the former "Coastal Skipper" qualification has been re-designated as "Yachtmaster Coastal". The Yachtmaster Coastal has the knowledge needed to skipper a yacht on coastal cruises no more than 60 nautical miles offshore in favourable conditions but does not necessarily have the experience needed to undertake longer passages.

The oldest sailing directions, dating back to the middle ages, descended directly from the Greek and Roman periplii: in classical times, in the absence of real nautical charts, navigation was carried out using books that described the coast, not necessarily intended for navigation, but more often consisting of reports of previous voyages, or celebrations of the deeds of leaders or rulers.

The ICC is a product of the United Nations Economic Commission for Europe Inland Water Committee (UN ECE IWC) Resolution 40 (hereafter called Resolution 40).
