HTML 4 is an SGML application conforming to ISO 8879 – SGML. [19] April 24, 1998 HTML 4.0 [20] was reissued with minor edits without incrementing the version number. December 24, 1999 HTML 4.01 [21] was published as a W3C Recommendation.
This set is defined in the HTML 4.0 DTD, which also establishes the syntax (allowable sequences of characters) that can produce a valid HTML document. The HTML document character set for HTML 4.0 consists of most, but not all, of the characters jointly defined by Unicode and ISO/IEC 10646: the Universal Character Set (UCS).

If HTML attributes are left unquoted, certain characters, most importantly whitespace, such as space and tab, must be escaped using entities.
