Once you've uploaded an image to Commons, adding it to a Wikipedia article is very simple. You just go to the article, click "edit this page," decide where you want the image to be, and type a link to the image page. Any text from the border should instead be in the caption. If the border has author or license information, add it to the file's EXIF information. To crop the image yourself, use the CropTool.
