The first Catholic parish in Wheeling was St. Joseph, established in 1822. In the 1840s, Whelan became concerned that his diocese was too vast to administer. He therefore requested that the Vatican divide the diocese into two, using the Allegheny mountains as a natural boundary.
The Cathedral of Saint Joseph is home to Wheeling's oldest Catholic parish, dating to 1822 and Mother Church to the city's other parishes. It has been the liturgical heart of the Diocese of Wheeling (originally) since the diocese's erection by Pope Pius IX in 1850 and is an architectural and artistic treasure in both the city and state.

Sacred Heart parish was established on August 1, 1866, when Bishop Whelan, who was now Bishop of Wheeling, purchased the Dunbar property in Charleston. A two-story brick building served as a church and school. In 1869, the congregation constructed a frame church measuring 60 by 25 feet (18.3 m × 7.6 m) for $1,500.00. [2]
