Both of these are in italics and indented to distinguish them from the text of the article proper. The Disambiguation and redirection templates and Wikipedia page-section templates automatically provide the required italic formatting. Special section headings for appendices such as ==See also== are not in italics.
I also personally prefer to begin with the h2 section heading—when outlining in English (as in preparation for an academic paper or work of fiction), one does not start with an "A" (the equivalent of an h3 heading), but with the Roman numeral "I" (the top level/h2 heading). The section headings in the article start at the second level (==Heading 2==), with subsections at the third level (===Heading 3===), and so on. According to section 4.5.28, "The span element", in HTML 5.2: W3C Recommendation This should not be done for titles inside Citation Style 1 and Citation Style 2 templates, however, as it will negatively affect COinS metadata output. Quotation marks simply used as a form of title stylization on a cover are removed.
