Your only proof would be your bank statement or credit card showing the payment coming out. Turbo Tax only passes your bank info for the IRS to pull it out. Maybe your bank info was entered wrong and they couldn't debit your account.

The only proof of a payment being received or sent on PayPal is by logging into your PayPal account the same way you always do and seeing the money there. The fact that it's been 24hrs and it hasn't shown is 100% proof the money was never sent to you. Cut communication and walk away.
