The locomotives of type 21a were delivered to Vossebanen and are mostly similar to the type 15c . Due to the Vossebahn's many sharp curves, especially the harbour tracks in Bergen, the fixed wheelbase had to be reduced from 12ft 6in (3810 mm) on the type 15c to 10ft 11.97in (3352 mm), and the boiler had to be raised 5.2in (13.4 cm) so the firebox could fit between the two rear driving wheels.
In 1986 American Andrew Kosch, a local high school teacher and hang glider pilot, led a team which built a replica of Whitehead's No.21. The replica used two modern ultralight aircraft engines in place of the original steam and acetylene engines, and the landing gear track was increased for better ground handling.
No.21 in service with a mixed train at Port Erin Station in July 2014 as part of the annual transport festival. Built as a replacement for No. 17 Viking, it is the first new locomotive to join the fleet since No. 18 Ailsa. The locomotive's underframe, bodywork, engine, generator and controls are brand new.
