It's not canon. Imo. The movie is likely not canon while their is a novelization of the Movie by Tabata and light novel stuff has been mad canon, nothing from the movie impacts the manga yet to make it canon. This said it can be considered supplementary content as we get to learn somewhat about past wizard kings.
The Title is pretty straight forward. Yes. It takes place during the 6 month time skip, before the events of asta vs Dante. Yukie Tabata has said this is a story that he wanted to tell in the main manga, but couldn't. It's gonna be Canon to the story of BC. But it won't have affect on the current story in the manga.
