Built by Building Bridges Across the River (BBAR) for $27 million on 110,000 square feet (10,000 m 2) east of the Anacostia River in Washington, DC’s Ward 8 Anacostia. BBAR is a nonprofit organization founded by William C. Smith & Co. and formed to develop, construct and manage THEARC.
It took 14 years, but in 1964 the D.C. Federation of Civic Associations requested that the bridge be named the Frederick Douglass Memorial Bridge and on October 18, 1965, the District's Commissioners voted to name it so, making it both one of the first major bridges named for an African-American or a former slave. Potomac Gardens was designed by the Metcalf and Associates architectural firm, and was built from 1965 and 1968 by Edward M. Crough, Inc. It contained the innovative Potomac Gardens Multi-Service Center, bringing community services into the new public housing project. [1]

The Rock Creek and Potomac Parkway Bridge near P Street is a bridge carrying the Rock Creek and Potomac Parkway across Rock Creek in Washington, DC. It is the middle of three bridges where the Rock Creek and Potomac Parkway switches from one side of the river to the other, the others being the L Street Bridge and the Shoreham Hill Bridge.
