Template for creating an anchor for verses: chapter (or parameter 1), the chapter the verse belongs to; verse (or parameter 2), the verse being linked to; colour (or color, or parameter 3), over-ride the blue colour of the verses; notext, define as blank to over-ride the display of the verse number
Better yet, the template should instead be enclosed in the <blockquote> tag instead as that is much more semantically appropriate and would automatically format the verse alike with other quotes.
