Go into Preferences / Media Cache. There, hid Delete on "Remove Media Cache Files". Next, select "Delete all media cache files (requires restart). Once you restart, hopefully you'll be able to doubleclick in the timeline window and resize your video. In my case, I have to double click twice in the window but it works.
