I have a PDF with fillable fields saved and had no problems up until this week. When I try to change or enter text, the below icons pop up. The grayed out one is "Fill in form fields" while the other is "Request e-Signatures". I'm trying to remember if I did anything out of the ordinary in the past week, but can't recall anything.
I am able to download a PDF document, and fill in the form. However, when I save the document, close it, and open it again, I cannot edit anything anymore. The PDF was originally from a web browser (Safari), but I downloaded it. I am using Adobe Acrobat Reader DC Version 2018.011.20036. It may also be important to note that my current plan is Adobe PDF Pack. My Mac is running macOS High Sierra Version 10.13.3. Let me know if I failed to answer any questions.

You may consider using the drawing tool under comment and see if that works for you. Go to Tool > Comment > in the comment tool bar click on Drawing tools.
I purchased a Microsoft surface pro with windows 10 on it.. We use a lot of pdf files and I wanted to use the pen or touchscreen to write in fillable spaces instead of tying text.
