Neither, actually. The DISM commands are not any scheduled part of Windows Cleanup. Old Windows Update files, yes, periodically, they get compressed and/or deleted thru the Scheduled Maintenance. WinSxS and the components are a manual cleanup, as far as I know. A new update (such as 1903 upgrade) will wipe them all out and write a new set for ...
SFC and DISM all ok. Checked file explorer, C:\windows\system32, and clnup is missing. Suggested fixes of CMD and %windirsystem32\cleanupmgr.exe, and same using win+r, did not work, as file not found. Found 2 other suggestions. 1: Wait for next windows update, to see if cleanup works.

It is not for unskilled windows users though, as you have to know the name(s) of either the application(s), their company handle (ie: Blue Herring...), or internal handle. These can be found, of course, by reading installation logs, installer files, and some common logic.
I can not delete this. I have tried so many options. they are: 1] Delete contents of SoftwareDistribution folder manually. 2] Delete contents of Windows.old folder manually. 3] Run Disk Cleanup in Clean Boot State or Safe Mode. 4] Run the Windows Update Troubleshooter. 5] Run DISM to fix Component Store Corruption. 6] sfc /scannow.
