So basically Cooper prevents the death of Laura Palmer in this dimension. He and Diane then travel to the exact spot the fireman mentions at the exact time he mentions and then travel to another dimension. They then bone as a way to attract Judy. Windom Earle, Cooper's former mentor and FBI partner, comes to Twin Peaks seeking revenge because Cooper had an affair with Earle's wife, Caroline, while she had been under his protection as a witness to a federal crime. Earle went mad, killed Caroline, stabbed Cooper. He was committed to a mental institution but escaped.
Cooper faced the Dweller on the Threshold with imperfect courage (romantic love), and his soul was utterly torn apart. "Psycho Laura" was Laura's doppleganger. If you'll remember, the Dwarf had a doppleganger in that same segment who acted in a similar manner. Bob is an evil entity that feeds off fear and sorrow.
What this means for the ending of Twin Peaks: In episode 18, Cooper believes his mission is to bring Laura back to Sarah / back to the Palmer home. In the final episode of Season 3 Dale Cooper and other-Laura Palmer returns to her Twin Peaks childhood home, with the intent to flush out and confront Jowday. But when he does that, he hears Laura's screams from inside the house (they were both outside just then) and all the lights in the house go out.
It's the most cruel ending in the world, after an 18 hour journey. I disagree. It’s a profoundly narrative (and ego) shattering experience that will stick with us for the rest of our lives.
