In 1983, Bill Lewis, working with USA Today, brought approximately ten hot air balloons to the Union 76 Truck Stop on Interstate 78 in New Jersey for the inaugural event. After two years they moved the festival to its current site at Solberg Airport where it grew to 40-50 balloons and 30,000-40,000 attendees.
