Gulfgate Sign. Gulfgate Center, also known as Gulfgate Shopping City or Gulfgate Center, is a shopping center located in the East End, Houston, Texas, United States. The first Lowe's store, Mr. L.S. Lowe's North Wilkesboro Hardware, opened in North Wilkesboro, North Carolina, in 1921 by Lucius Smith Lowe.
