The Earhart Expressway (LA 3139) interchange was partially completed in the 1970s as part of the Clearview Parkway-Dickory Avenue section of the expressway. The overpass was completed in June 1986 along with the final link of the expressway between Cleary Avenue and Clearview Parkway.
The route began on the north side of LA 3139 (Earhart Expressway) and headed north on Labarre Road across US 61 (Airline Drive) to its terminus at LA 611-9 (Metairie Road) in a neighborhood known as Old Metairie. LA 3262 was an undivided two-lane highway for its entire length.
Construction began in 1974 on a four-lane bypass of Hickory Avenue that would include a railroad overpass and an interchange with the future Earhart Expressway. The new alignment, Dickory Avenue, opened in December 1975 and extended from Citrus Road to Airline Highway (now Airline Drive).
An extension, never part of the Interstate Highway System, was to continue west to meet the Earhart Expressway (Louisiana Highway 3139). A small piece of the freeway was built as a six-lane, 690-by-98-foot-long-and-wide (210 m × 30 m) tunnel, under the Rivergate Convention Center, now Harrah's New Orleans Casino.

The extension of the Earhart Expressway from Deckbar Avenue to Cleary Avenue in 1984 created a second barrier. In 2002, the segment of LA 611-3 north of the railroad tracks was given a separate route number, LA 3261, before being deleted altogether in 2010. LA 611-3 was then shortened to its present terminus at U.S. 90.
