The Azerbaijan State Museum of Musical Culture (Azerbaijani: Azərbacan Musiqi Mədəniyyət Dövlət Muzeyi) was opened in 1967, in Baku. The goal of the museum is the collection, storage, investigation and popularization of materials related to the musical history of Azerbaijan .
The opening ceremony of the festival was held on March 20, in the International Mugham Center of Azerbaijan. A contest of mugham singers, multiple mugham operas, symphonic and classical mugham concerts were held during the festival. The festival was concluded by a gala concert, which was held on March 25, 2009, in Heydar Aliyev Palace, in Baku.

Events are conducted in different venues including National Art Museum of Azerbaijan, Azerbaijan State Philharmonic Hall, Azerbaijan Opera and Ballet Theatre, International Mugham Center, Azerbaijan State Academic Music Theatre, Baku Music Academy, Heydar Aliyev Palace in Baku, as well as in different regions of Azerbaijan.
