[10] [9] In December 2020, after Creative Commons staff changes, CC Search and a few other projects no longer had the necessary staff capacity.

At first I'd assume that it denotes the ability of a downloader to download private videos using some way to authenticate, but that would mean that youtube-dl would be marked as 'yes', as it can be fed credentials/cookies for authentication (for example through the --cookies parameter).
