The available values for thumbnail size in Preferences (on the Appearance tab) are 120px, 150px, 180px, 200px, 220px (default), 250px, 300px, and 400px. As explained at Wikipedia:Extended image syntax § Size, upright=Factor will "adjust a thumbnail's size to Factor times the default thumbnail size, rounding the result to the nearest multiple of 10".
This also fixes the oddity that the new image might show on the image page, but with the old image size. Sometimes after uploading a new version of an image the thumbnails in articles still show the old image even if you have bypassed your browser cache (which is especially ugly if the new image is of a different size).
Since most JPEGs in Wikipedia will be rescaled anyway before appearing on pages, a quality setting of 95 is appropriate. (Settings above 95 increase size dramatically for little improvement in image quality.) JPEG compression works better on slightly blurred images, so don't sharpen the images too much as it will result in a higher footprint.
