In 1954, a 70,000-square-foot (6,500 m 2) passenger terminal opened and the airport was renamed Douglas Municipal Airport in honor of former Charlotte Mayor Ben Elbert Douglas Sr., who had overseen the airport's opening 20 years earlier. The terminal had two floors; passenger operations were confined to the ground floor.
The airport was constructed adjacent to Port Newark and U.S. Route 1. After the Port Authority took over the facility in 1948, an instrument runway, a terminal building, a control tower, and an air cargo center were constructed.
