I'm sure that it is but that could be a department of a greater "Military Exchange" program instead of having it be part of NEXCOM. Every large organization would likely have experts that help develop logistics for hard to serve areas. My thought was more for economies of scale and eliminating redundant positions within the multiple organizations.
