Taking actions that benefit your character but make the game less fun for the DM and/or other players. These two things constitute power gaming. Doing the first is being strategic, and doing the second is being a jerk. Power gamers are, essentially, strategic jerks.
To me power gaming is leveraging the rules and interactions in the rules in a way that gives you major mechanical advantages while playing the game. It tends to be at the detriment of RP but not always. Min-maxing can be used as a method of power gaming but you don't have to min max to be a power gamer, though its definitely helpful.
Power Gaming is just a term that means "playing the game well." I have to assume that any game that is well designed inherently should be designed in such a way that power gaming is the intended play style. If playing the game well (power-gaming) results in an RP-focused style, then the game can be described as RP focused.
In all seriousness, optimizing a character for combat and optimizing one for roleplay do not need to be mutually exclusive. Power gaming is when you completely neglect the roleplaying aspect of the game in favor of BIG NUMBERS, more or less. The old settings are pretty much useless now and only change things like maximum processor usage and wifi power saving. Balanced is fine in old settings. "Best performance" in new settings disables all BIOS level power saving features. It runs the CPU at boost speeds all the time, disables core parking and low power states, etc.
