The U.S. state of Vermont is divided into 247 municipalities, including 237 towns and 10 cities. Vermont also has nine unincorporated areas, split between five unincorporated towns and four gores. As of 2024, Vermont has 30 incorporated villages, which are municipal governments operating within a town and providing additional services.
Vermont contains some town-sized unorganized entities, referred to as "unorganized towns". Most of these are areas that were drawn up on maps in the 18th and 19th centuries as what might be termed "future towns", but never saw enough settlement to actually commence operation of a formal town government.

As of the 2020 census, the population was 5,920, [1] making it the least-populous county in both Vermont and New England. Its shire town (county seat) is the municipality of Guildhall.
