I created a table with rows only added text to each row applied heading style 1, 2, 3... and no collapse or expand. Tested insert TOC and it built the TOC properly created based of the headings. When document done just remove table borders and hide table gridlines. My client was happy. Worked like a charm.
Yes, this is built into the application starting with Word 2013. As I pointed out earlier, you can not use outline levels in your document. That is the ONLY thing that will prevent collapse/expand when a document is opened in any version of Word starting with Word 2013. This is true even of documents in the legacy .doc format.
