The sort of enemies you're scared about getting multiple attacks off in a round usually have high reflex or fortitude but middling will. For a lower level spell that has a similar effect, I like Stricken Heart. The first and most obvious thing slow does is shut down full attacks via removing full-round actions.

JonWoo Nov 25, 2018 @ 6:52pm. In a sense, yes. Slow gives the Staggered condition which makes it so you can only take a standard action or a move action each round. So if the enemy is effected by slow and they move that round, they can't use a standard action to attack. Also a standard action only allows one attack.

Both Slow spell and staggered condition restrict characters to a single standard or move action per round. Pathfinder seems more precise, explicitly adding to staggered condition (which is, in Pathfinder, the effect of the Slow spell) that you can take free, swift and immediate actions. Meanwhile, 5-ft step is a miscellaneous action.
