    Here is the link to Jim Shea's papers with an exploded view of the column. The GM '67 chassis service manual has the same illustration. Hope this helps. There is a difference between a big block steering column and a small block or six cylinder steering column. It isn't a SS versus standard Chevelle thing.

I've isolated the issue to the column, specifically the cam cancelling horn contact, spring and or the seal/washer that I believe sits on top of the spring under the cam cancel.

    The white plastic next (see pic 3 for parts on steering wheel). The horn ring goes on next. There is a plastic ring with three holes in it that goes on next. It has 3 plastic stand-offs that go through the horn ring. The 3 phillips screws hold the horn ring to the steering wheel (see pic4).
