The Norsk Rikstoto (lit. 'Norwegian National Tote') is a foundation that supervises parimutuel betting on animal racing in Norway.. It was established on 24 September 1982 [1] by the Norwegian Trotting Association and the Norwegian Jockey Club to run a totalizator game named V6.
As of January 2019 all players have to be over 18 years of age to play all games of Norsk Tipping, including scratch tickets. Norsk Rikstoto is also state-owned and is the only company authorised to arrange horse race betting. [2] It is generally legal to arrange gambling parties at home, as long as these parties are not organised as a business.
The betting is organized through the association-owned company Norsk Rikstoto. In 2009 the association organized 556 race days, with 4,652 races taking place in 2008. It organizes 5,500 active racehorses, 200 professional trainers, 60 assistant trainers and 3,000 amateur trainers. [1]

Races at Leangen became part of Norsk Rikstoto tote betting from 1984, allowing for a national betting audience. From the 1990s this was further reorganized with a national network of commissioners. With the new system, all betting on horses in Trøndelag and Møre og Romsdal went to TT and Leangen.
