If it means that using 255 in the wildcard mask for the last octet means any host on the a.b.c.0 to a.b.c.255 network, then 255 should be used. 254 is used earlier to show an rare (I assume) example of only even hosts being matched. This is good. However, I believe 255 is intended in the "On the other hand" sentence.
