I haven't tried that yet but primarily would like to be able to open Fox News when I open a new tab in Edge. I don't see how to do that under New Tab Page. As a second item, when I start Edge, I would like to have Fox News open, but would like to have Edge open any tabs from the previous session.

Here, you can remove all "features" and content. Now, your new tabs should open up to something that resembles this, and if you set your startup page to ...
This happens on all platforms in all browsers. As a person that visits Fox, CNN, MSNBC equally, I can tell you that this has been happening for a couple of years now, and it only happens to Fox. I did, however, find a workaround. On My Feed, in the individual news boxes from sources, I clicked the three dots on the lower left side, and checked "hide all stories from Fox News" which worked.
