Stephen M. Sparkman was born on a farm in Hernando County, Florida, on July 29, 1849. [1] He attended the common schools. He taught school from 1867 to 1870. He studied law, and was admitted to the bar in 1872, commencing practice in Tampa, Florida. He served as state's attorney for the sixth judicial circuit from 1878 to 1887.

George Bascom Sparkman Jr. (January 31, 1886 – July 7, 1924) was an American football player and coach, once a key figure in Florida athletics. [1] Sparkman played and later coached at Hillsborough High School in Tampa, posting wins over rival St. Pete. [1] [2] [3] Among his pupils at Hillsborough High were Dutch Stanley and Speedy Walker.

From the establishment of Tampa's city charter of 1856 until 1896, Tampa's mayors served one year terms. The term was extended to two years in 1896 and to four years in 1924. From 1856 until 1920, Tampa mayors could not serve consecutive terms but were permitted to run again after being out of office for one full term.
