Boroondara City Council is the third tier of government and deals with services such as waste and recycling collection, leisure centres, building and planning permits and approvals, roads, drainage, health services, youth services, children's services, food safety, parks and gardens, library services, pets, street parking permits and the collection of rates and charges.
Proposed works for the project included widening the Eastern Freeway by one lane in each direction up to Tram Road. The City of Boroondara strongly objected to any potential for parkland to be used in the widening of the road reserve in numerous submissions in 2013 and 2014.

Eventually, the decision was made to merge the entirety of Camberwell with Hawthorn and Kew to form the newly created City of Boroondara, which took effect on 22 June 1994. [2] [7] Council meetings were held at the Camberwell Town Hall, on Camberwell Road, Camberwell. It presently serves as the council seat for the City of Boroondara.
