The first list includes female presidents who are heads of state and may also be heads of government, as well as female heads of government who are not concurrently head of state, such as prime ministers.

Tansu Çiller of Turkey was the first elected Muslim female prime minister in Europe (1993–1996). Elisabeth Domitien was appointed prime minister of the Central African Republic (1975–1976). Carmen Pereira of Guinea-Bissau (1984) and Sylvie Kinigi of Burundi (1993) acted as head of state for 2 days and 101 days respectively.
