The leading 0 is omitted when calling from outside Japan. Cell phones use the dialing codes of 070, 080 or 090. IP-based phone services use the 050 dialing code.
Area codes are also assigned for non-geographic purposes. The rules for numbering NPAs do not permit the digits 0 and 1 in the leading position. [1] Area codes with two identical trailing digits are easily recognizable codes (ERC). NPAs with 9 in the second position are reserved for future format expansion.

The Denso MapCode system divided Japan into 1162 zones, each zone into 900 blocks, and each block into 900 areas. A Denso MapCode number consists of the zone number (up to 4 digits), the block number (always 3 digits) and the area number (always 3 digits), a numeric code of up to 10 digits.
