Debentures were issued raising the money needed, and work began in 1874. Beaver Lake was the smaller and lower of the two lakes. A dam and filter bed were built at its southwest corner where its water flowed into Colquitz Creek. This raised the water level to that of Elk Lake, forming a single larger lake.
