According to Title 10, Section 2031 [1] of the United States Code, the purpose of the Junior Reserve Officers' Training Corps is "to instill in students in [the United States] secondary educational institutions the values of citizenship, service to the United States, and personal responsibility and a sense of accomplishment."

In the United States, the National Defense Cadet Corps (NDCC) was the forerunner to the current Junior Reserve Officers' Training Corps (JROTC) program and is essentially identical to it with just one exception: The NDCC is funded internally by the schools that opt for a military training system like JROTC but without any financial assistance from the Department of Defense.
Under the modern U.S. Naval ROTC system, graduates become active duty officers, rather than reserve officers, and are required to serve a term of 5 years for the Navy Option and 4 years for the Marine and Nurse Options.
