Scinto was born in Bridgeport, Connecticut, February 16, 1947, the son of Daniel Scinto and Doxie Andrews Scinto (1918–2013). [2] He graduated from Andrew Warde High School in Fairfield in 1965 and attended Sacred Heart University in Fairfield at night, [3] graduating in 1971 with a Bachelor of Arts degree in business administration.
White Hills has a volunteer fire department, Shelton Fire Company 5. [1] The fire company was formed in 1947 and the first truck was purchased in 1948, costing $7,000. Members signed personal notes to assure the payment of the new vehicle. They also held two-day country fairs to help in the payment for the new fire truck.
St Lawrence Parish is located in the Huntington section of Shelton and, with over 3,000 registered families, is one of the largest parishes in the Diocese. The modern church was constructed shortly after the parish was formed in 1955. The architect was J. Gerald Phelan. A recent renovation doubled the size of the church and added a parish center.

The Shelton Gaels high school football team won the state championship in 1988, 1995, 2000, and 2003. The Shelton Gaels high school boys' volleyball team won the state championship in 2004 and 2005, with a 46-0 record. The team won the Southern Connecticut Conference title in 2015, 2017, and 2022.

The Plumb Memorial Library is a public library in Shelton, Connecticut. It is located at 65 Wooster St., in an architecturally distinguished Richardsonian Romanesque building designed by Bridgeport architect Charles T. Beardsley, Jr. and built in 1895. It was listed on the National Register of Historic Places in 1978. [1]
