When attending Conference meetings, each ruler and governor is accompanied by the Menteri Besar or Chief Minister (for states with a governor) of their state. When the Yang di-Pertuan Agong attends, they are accompanied by the Prime Minister. Every meeting of the Conference is chaired by one of the nine Malay rulers, who is appointed rotationally.
The office was established in 1957, when the Federation of Malaya (now Malaysia) gained independence from the United Kingdom. The Yang di-Pertuan Agong is elected by the Conference of Rulers, comprising the nine rulers of the Malay states, with the office de facto rotated between them, making Malaysia one of the world's few elective monarchies.
