Farquhar was born in Newhall, Aberdeenshire, near Aberdeen, in 1774 as the youngest child of Robert Farquhar and Agnes Morrison, his father's second wife. [1] His brother, Arthur, two years his senior, rose to the rank of rear admiral in the Royal Navy, and received a knighthood for his distinguished services during the Napoleonic Wars.

In May 1820, Bernard led the first police force in Singapore as the Police Assistant under the direction of his father-in-law Major William Farquhar, who would only receive the official sanction from Raffles in August 1820. [3] Bernard had no previous experience, and the police force, which consisted of just 12 men, had limited resources.

While he was stationed at Singapore, Montgomerie was usually the doctor attending Singapore's leaders. These included Stamford Raffles, the founder of Singapore, and William Farquhar, who was stabbed by a would-be assassin in 1823. [9] Farquhar had expressed concern over Montgomerie's youth when he arrived in Singapore in 1819.
Raffles came in after for sweeping changes, but Farquhar was operating on the most minimal of resources and set an example for the salutary neglect that Singapore was administered under for years to come.
