The Council of Smaller Enterprises, known as COSE, is a division of the Greater Cleveland Partnership and an organization that coordinates the activities of, and provides resources and advocacy for small businesses in the Greater Cleveland area. In the 1860s, the Standard Oil Company was founded by John D. Rockefeller in the city of Cleveland. In the early 20th century, about a quarter of the region's jobs were in steel mills. Winston Earl Willis (born October 21, 1939) is an American former real estate developer who established his business in Cleveland, Ohio during the early 1960s. He created University Circle Properties Development, Inc. (UCPD, Inc.), which owned real estate parcels in Cleveland and was the largest employer of black people in that part of the country.
