keith: Subaru specifies that the maximum allowable deviation between the circumferences of the tires is 1/4". That is in the owners manual. 1/4" is 8/32". Divide 8 by pi (3.1416) and you get somewhere between 2 and 3. Since most tire tread depth gauges measure in 1/32" increments, 2/32" is a safe figure to use.
My 2006 Forester has only 14,000 miles. My passenger rear tire has a nail on the inner edge and can probably not be patched. The dealer service that has my car now said I must replace all 4 tires because there is a difference of greater than 2/32. Mine are at 7/32 (new are at 10/32). So I just missed the cutoff to replace only the damaged tire ...

The system is designed for all the wheel/tire combinations to have a circumference within 1/2 inch of each other. This allows for inflation, wear and manufacturing tolerances. So you do not need to replace all four tires when you have a flat but you do need to replace the tire with a similar size tire if it cannot be repaired.
The car is all back together & ready for new rear tires & rear alignment . Total cost $120.00 & a few hours labor . Subaru’s estimate didn’t include wheel bearing or wheel bearing related work . In order to have a regular tire as a spare, I would have to buy one of those fancy alloy rims that came with the Forester (probably $300 to $400 bucks plus a new tire, that's another $100) because I would have to put the spare into a 5 wheel rotation pattern so that all the tires have more or less the same tread depth.

The service center told me that while the repairs were being performed, they noticed the cylinder head gaskets were starting to leak oil - and replacement should be contemplated very soon. I bought the car brand new in late 2002 and it has approximately 70,000 miles on it.
