Hi. I have several iCloud email accounts. I need to create a new iCloud email account but just forgot how to do it.
A far easier and better solution!There is a much easier and more functional way to create a REAL, new iCloud account-- even if you have an existing one. Simply go into your settings, then Mail... hit "New mail account...", then choose iCloud from the very top. Enter all of your info and the email address you'd like... and then create it.

I want to create an Apple id with @icloud.com as email id. But I saw in some websites, for creating @icloud.com email id we need to create an Apple id first with gmail/outlook email id. Is there any option to create an @icloud.com email id during initial setup of an iPhone 5S? Do I need to use another email id to create and @icloud.com email id?

You can't "change" your iCloud email address. You would have to create a new one. You would have to create a new one. And then if you want to use THAT email address in your Apple ID, follow the steps in the article linked to change the email address associated with your Apple ID (within the limitations listed in that article).
