Priority Mail Express 1-Day Delivery items mailed after the local Post Office acceptance time are scheduled for delivery on the second day after mailing, subject to the standards for this service.” So I assume based on that they select 1-Day and it’ll only default to 2-Day if it’s pass cutoff time which this one wasn’t.
Both of the priority express items that I failed to deliver on time went the exact same ways. Got done running an auxiliary route, delivered parcels for another route, finally started to prep my route (11:45ishAM). Boss comes over and hands me the Priority Express item and asks if I can get it to the house before noon.
Depending on where an Express lands on a route can severely alter delivery for the day because the carrier would have to deviate in order to make that delivery on time. Not to mention, the number of 12:00 and 3:00 Expresses that are deviated for only to still be sitting in the mailbox hours or even days later.

Seattle is the fastest (got here on time with 2-day priority) 2. Florida varies depending if it’s first class or priority (i had a priority that took 3 weeks to move but had a first class in 3 days) 3. California varies also (LA is delaying a package 2 weeks but Anaheim is getting here in 3 days both priority)
They really have gotten bad. I sent a letter out through priority mail to somewhere 45 minutes from where I live on 3/18/19. It had a delivery estimate of a couple days after that and then the tracking came up saying “arriving late”. It was finally delivered on 3/29/19. Service is truly horrible!
Every recent USPS package is DELAYED (sometimes significantly), despite USPS Tracking page still saying "on time" even on delivery day at night. I posted last time that my USPS package was delayed by 9 days , ended up being a 10 day delay.
USPS shipping times are completely random. Over the past 2 weeks all packs have been on time sauce from 2: priority coming from Cali went out Tuesday, arrived Thursday on EC. Nose this week 8 have an order that shipped Tuesday and still not delivered Saturday.... hopefully it comes on Monday.
Express mail is the only class of postage that's actually money-back guaranteed if the delivery is later than expected. If it's even a minute past, the sender can walk into the post office with your receipt and get a refund in full. Priority and first class mail are only estimates, though it's fairly accurate under normal delivery conditions.
