If you have pumps you can do everything on a single tier system. Lots of brewers do this, although many will use a grant, which could be seen as its own tier I guess. The point of multiple tiers is simply to take advantage of gravity, and possibly square footage considerations.
And, IIRC, the Three Tier system was a response to the old "Tied House" system, where breweries would either own or lend money to bars, with the string being that the bars only poured the breweries beer. If ABI were able to own, or be tied to, bars now, how much MillerCoors would be poured, let alone craft?

Opinions on sight glasses are varied, but I personally love them. I fly sparge on a single tier system, and they come in very handy during the sparge. Other than that, I went with camlocks for all of my connections. I also went with LG pumps. Self priming and they can run dry. Oh, and the BG-14's for all three burners.
