You can still open up a eps file in illustrator or other vector editor and manipulate it same as you would an ai file. Some printers who use older equipment or vinyl plotter/cutters prefer eps to ai or pdf.

    Edit--> Preferences--> General--> click on Always Create Smart Objects When Placing. Or open it in Illustrator, copy and paste into Photoshop and it will give you the option to do raster, smart object or path (I think those are the options - from memory on this one). Photoshop is for making raster images. Everything will be pixels in the end.
